Ian Davis to lead the Vermont Captive Insurance Association as President

The Vermont Captive Insurance Association (VCIA), a global captive insurance trade association, has announced the appointment of Ian Davis as its new President.

A highly respected leader, Davis brings to his new role over a decade of industry experience in the captive insurance sector.

With a diverse background spanning both public and private sectors, and expertise in industry advocacy, stakeholder engagement, and strategic growth, the executive is joining VCIA from Captive Insurance at M&T Bank.

In his most recent role at M&T Bank, Davis served as Senior Vice President of Captive Insurance, where he managed an expansive captive portfolio and drove strategic initiatives aimed at strengthening client relationships, operational efficiency, and industry engagement.

Prior to this, he was Director of Financial Services for the Vermont Agency of Commerce and Community Development, where he played a central role in reinforcing the state’s global leadership as a captive insurance domicile through legislative advocacy, strategic marketing and communications, and economic development initiatives.

Davis has long been a trusted and reliable contributor to VCIA’s mission. He has actively shaped its 2025 strategic plan and chaired its Annual Conference, in addition to serving on its Board of Directors.

His extensive industry experience includes legislative testimony before the Vermont General Assembly, directly engaging with members of Congress and senior staff to promote captive insurance priorities, and forming coalitions with leaders across public and private sectors for strategic initiatives that are shaping the industry’s future.
